What are the loopholes in general given by Indian government , which can be utilized by Russia in relevance to Kudankulam reactors?


1. Spent nuclear fuel to be processed in India instead of sending back it to Russia.

2. Coastal regulation zone violation, because Kudankulam plant is a commercial entity can’t claim exemption under CRZ (Coastal Regulation Zone).

3. EIA violation since here EIA NOTIFICATION is followed under the 1991 act and not under 2011 act.

4. There is no right to recourse provision due to waiver of 17b provision.

5. Tax payer money of India will be spent in case of nuclear accidents; there is no cap of money to be spent by Russia.

These are the loopholes in order to appease the Russian government because Russia the only country that helped us after our operation of SMILING BUDDHA in 1974.
